Shields regenerate at a rate proportional to maximum shields
With shields up, shields regenerate at 75% effect
With shields up, hull regenerates at 50% effect
With shields down, hull regenerates at 100% effect

Regenerative Shields also gives +10% to regeneration rate, although that information is missing from its description.
The hull regeneration rate shown when paused doesn't update to show the higher rate while the shield is down.
